The particular reverse bucket is locked to the downward position when the engine is shut off. If you want to work on the pump here what you can do. You pick up two plastic stick that can pass through the tie down rings and cut an inch of half cylinder on one side. Switch on the engine and when the reverse bucket goes up block it with those two sticks prior switching off the motor. Not a bad idea.
