The pictured special tool was shown on Japanese blog spot (tech510) that illustrated how easy is bend an impeller and modify the pitch. It is adjustable and makes life easier for the mechanic. On the other hand it saves you money especially when you want to alter the pitch by 1-2 degrees maximum.
